Teachers cannot view questions created by District admins

• When the District admin creates a test, then the teachers cannot view those questions.

For example - District admin create a test with 8 questions (Writing ) from ELA Grade 1.

Teacher login- 

When used the same filter, the teacher login does not show those 8 questions.
